Abstract
British Arts Council Literature policy reproduces a narrowly conceived definition of literariness (‘serious writing’), thus operating a system of social and cultural closure which excludes subordinate social groups and alternative forms of literary production and meaning. This ideological effect is more important than economic considerations since the Arts Council's financial support for the literary industry is remarkably limited. Such an analysis raises questions about the relations of the liberal capitalist state to cultural control; so identifying complex and highly mediated connections between the maintenance of national literary tradition, the ideology of Englishness and politics.
